District Rules adopted on July 1st, 2013 address groundwater withdrawals by means of spacing and/or production limits, waste, and well drilling completion as well as capping and plugging of unused or abandoned wells. These rules are meant to provide equitable conservation and preservation of groundwater resources, protect vested property rights and prevent confiscation of property.
